Abstract
The paper describes a model of early insurgency using agents of civilians, rebels and soldiers. In the simulation, the militants prefer to attack the government forces that respond to the attack by eliminating the rebel. The model simulates the dynamics of interactions between government forces, rebels and the civilian population. Particular attention is paid to the effectiveness of government forces in seizing insurgents and their accuracy in order to avoid collateral damage. Modeling suggests that the accuracy (avoidance of collateral damage) is more important for long-term defeat of insurgency than the capture efficiency of the rebels in each counter.
